First step, like always, make a new layer and name it Tights then take a selection tool (lasso or rectangle marquee,
doesn't matter) and select the legs. Now choose the color you want the tights to be and take a few shades darker than that. Get your paint bucket and change the settings so the
contiguous box is not checked and the all layers box is. Now point the bucket at the outline of the legs and it should fill it in so all the legs are outlined in your color! Now make a new layer and make the base layer invisible (press the eye next to the layer) and fill in the missing leg section with the actual color you want the tights to be (make sure you change the settings back to
contiguous).
Almost done! All you need to do is set the transeparentsy on that layer to however see through you want the tights! In this case I set the transeparentsy to 60%!
